This could mean motorists only discover they have unpaid speeding fines and an invalidated car insurance policy after they try and claim for damage.
This announcement comes as DVLA launches a campaign to encourage motorists to try their online services, rather than sending in paper applications.
The DVLA warnes motorists cannot use the service if they have already sent their log book to be changed.
The service is also unavailable for those who have sold or transferred their vehicle or for owners who have lost their log book.
The agency says motorists should apply by post if they also wish to change their name alongside their address.
