“The prospects of being caught are so remote that people will be prepared to take the chance, people think ‘I’m going to be very careful, I’m going to drive very slowly’.

“Last week a friend was on the phone in a queue of traffic. She was on the phone and she told me she was on the phone, the traffic moves, she didn’t move, then she moved and didn’t stop went into the back of a guy.

“She’s caused about £1,000 worth of damage, she hasn’t got much money, her life is now in a real mess. It can be life-changing.”
